Plan Location
The Northwest Hillsborough community is approximately 35 square miles and is located east of Shelton Road and the Veteran’s Expressway, north of Tampa Bay, east of the Pinellas County line and south of the urban service boundary as it meets the Keystone Community (click here to see a map).


Plan Initiation
In 1998, Hillsborough County initiated its Community-Based Planning Program with the creation of the Northwest Hillsborough Plan (NWH) plan. The plan was developed with considerable community input and identified an alternative vision for the 21,750-acre study area in which well-defined, vital communities with a sense of place are created.

Formation of committee and study area boundaries
The original NWH plan called for the formation of a Steering Committee that was officially adopted by the Hillsborough Board of County Commissioners.  

With the start-up of the NWHR plan a less formal structure was created to involve the local citizens. An Advisory Group was created that included representatives from anyone who volunteered from the general public meetings, former NWH plan Steering Committee members, and technical agency representatives.
