The Hillsborough County Board of County Commissioners unanimously approved adoption of the SouthShore Areawide Systems Plan in 2003. The Areawide Systems Plan calls for the development of six community plans within the SouthShore area.  The Gibsonton Community Plan was identified as one of those plans and is intended to implement the proposed Areawide Plan's systems concepts locally as well as a detailed and specific vision and strategies for the Gibsonton area.
